LOC Members
The Legislative Operating Committee is the legislative body of the Oneida Nation and is comprised of the five non-officer members of the Oneida Business Committee. The LOC offices are located on the second floor of the Norbert Hill Center, Oneida, WI.

A note from the LOC Chair
Shekoli,
Welcome to the Oneida Legislative Operating Committee (LOC) webpage.
As I begin my third term on the LOC, I am proud to look back and see all we have accomplished; and I am also looking forward to seeing how much we will accomplish during the 2017-2020 term.
The LOC carries out the legislative responsibilities of our government. These specific responsibilities include:
- Processing all proposals to create, change or repeal Oneida laws.
- Processing all proposals to create, change or repeal the bylaws for each of our Nation’s boards, committees and commissions.
- Developing, maintaining and publishing the Oneida Register on the Tribal website.
The LOC’s fundamental goals remain the same – to improve our Nation and the quality of life enjoyed by the membership, while still remaining mindful of our obligations to the Seventh Generation. In all of our legislative work, we seek to reaffirm our sovereign status while at the same time developing a strong, fixed foundation that will lead our Nation and our People to even greater progress – and success – in the future.
Traditionally, it has been the Oneida way to seek consensus when making decisions that affect the Nation; and the LOC also remains committed to that philosophy. We are dedicated to providing the membership with the greatest amount of information possible about our lawmaking process and our legislative efforts. We are also dedicated to maximizing the membership’s involvement and input in our legislative process.
On behalf of the LOC, I would like to invite the membership to become involved with our work – please attend LOC meetings and public meetings; and during public comment periods, please submit comments about our legislative proposals. And please feel welcome to contact any individual member of the LOC to ask questions, share information, or give us your opinions. The LOC exists to serve the membership, and we are best able to do that when we hear from each individual member.

Purpose and Mission
The purpose and mission of the Legislative Operating Committee (LOC) is to enhance the policy making capabilities of the Oneida Business Committee (OBC) and General Tribal Council by drafting laws and policies and reviewing past and current laws and policies of the tribe. The LOC is also responsible for maintaining the Oneida Register.

LOC Meeting Packets & Minutes
The LOC meets on the first and third Wednesday of each month, starting at 9:00 a.m. in the Oneida Business Committee Conference Room (2nd floor, Norbert Hill Center, Oneida, WI). Any interested person may submit an agenda request form to the Legislative Reference Office for legislation development or amendment.
An audio recording of the meetings will be made available on the Nation’s website after the meeting concludes.

Public Meetings & Comment Periods
In accordance with the Legislative Procedures Act, the Legislative Operating Committee is required to host a public meeting and open a public comment period on each proposal to adopt, amend or repeal an Oneida law or policy.

LOC Agenda Request Form
Any interested person may submit a written request to the Legislative Reference Office for legislation. The request for legislation will be placed on the agenda of the next duly called Legislative Operating Committee (LOC) meeting.

Resolution BC-09-25-19-B Statement of Effect Requirement for Resolutions
A Statement of Effect contains legal and policy analysis which explains the effect adopting a resolution has for the Nation. All resolutions proposed for adoption by the Oneida Business Committee or the Oneida General Tribal Council shall be accompanied by a Statement of Effect and processed through the Legislative Reference Office.
Exceptions for resolutions that do not require a Statement of Effect.
- Resolution for grant applications
- Self-governance contact or compact resolutions
- Resolutions for the purchase of land into trust status
- Nominations of individuals to serve on a particular entity
- Resolution in support of a cause or individual
- Resolution regarding the pardoning or forgiveness of any member of the nation
- Resolution which approve a contract or agreement accompanied by a legal review
